Rules are evaluated in order from top to bottom. The first matching rule will be applied.

Unallocated Rule

When billing items do not match any of the allocations, they will fall under the "unallocated" bucket.

This is a default rule that cannot be modified or deleted. It ensures all costs are accounted for.
